  18. <p>     Is Colombia giving up the drug war? Or just playing mind
  19. games with the traffickers? That question has been raised by
  20. President Cesar Gaviria Trujillo's plan to forgo extradition
  21. and cut prison sentences as much as 50% for drug dealers who
  22. voluntarily cooperate with authorities and help prosecute other
  23. traffickers. Colombian Attorney General Alfonso Gomez Mendez
  24. supported Gaviria last week when he charged that the drug war
  25. "has been a failure because it has represented more costs to
  26. the nation than benefits for the community."
  27. </p>
  28. <p>     While Gaviria's move is at least partly attributable to his
  29. frustration over what he sees as a lack of support from
  30. Washington, some U.S. officials contend that the President's
  31. action is also a psychological master-stroke. They say the
  32. decree has the dual effect of moderating an unpopular policy
  33. and sowing doubt among the narcotraffickers, who will be forced
  34. to wonder who among them has been cooperating with the
  35. government.
